Will this case hold an iPhone 3GS that has a rubberized Otterbox on it?

Answer  No, it won't, and even if you could cram it in, the friction between the case and the rubberized otter would make it extremely difficult to remove (slow, missing calls). For that reason, it is probably a mistake to try to find a pouch large enough to fit your phone with cover. I think most people decide between the otter approach and slip their phone in a pocket or the belt pouch approach. I have both and 9 out of 10 times I opt for the pouch.   
2.)
I have a incipio ngp case on my 4s phone will it fit in this pouch, and will I be able to get it out?

Answer  Don't know as I have a SPECK case on my 4. The pouch works fine with this and appears to have plenty of room. The 4s is the same size as the 4 and I think it would probably work fine.
